City Manager Kevin Lahner has led the City of Janesville since May 2023. The City Council selected Lahner to serve as Janesville's eleventh City Manager in March 2023 following an extensive recruitment process.

He previously served as the City Administrator for the City of Waukesha, Wisconsin, a role he had held since 2015. During his tenure, Waukesha was recognized as one of the best places to live by U.S. News and World Report in 2021. He also managed eight consecutive annual budgets that increased the City's fund balance and improved Waukesha's financial stability. Before his time in Waukesha, City Manager Lahner served seven years as City Administrator for the City of Burlington, Wisconsin. Preceding this post, he held roles in the communities of Keller, Texas, and Flower Mound, Texas.

City Manager Lahner holds a master's degree in Public Administration from the University of North Texas and a Bachelor of Science in Communications from the University of Wisconsin-Stevens Point. He is the chair of the Wisconsin City/County Management Association's Professional Development Committee and is actively involved with the League of Wisconsin Municipalities, helping promote and shape legislation.
