The City of Janesville, Janesville Transit (JT) has established a Disadvantaged Business Enterprise (DBE) program and is a Tier II recipient in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26.
Per FTA 49 CFR part 26, Tier II DBE Program Final Rule published April 9, 2024, Tier II agencies, such as Janesville Transit, are no longer required to submit a DBE program plan to the FTA or develop a DBE goal with documented methodology. As Janesville Transit is a Tier II DBE Program, we will no longer provide DBE goal methodology. The Federal Transit Administration/FTA will review Tier II agency DBE policies as part of FTA’s general oversight activities and in response to issues identified through reports submitted by Tier II agencies and complaints filed by the public.

Small businesses are those that meet the definition according to the Small Business Administration (SBA) size standards as defined in 13 CFR part 121. Businesses that consider themselves DBEs must show proof of certification when bidding on transit contracts. JT encourages the participation of small businesses, minority and women owned businesses and Disadvantaged Business Enterprises (DBE) in bidding for contracts using federal funding. JT maintains a vendor list, consisting of information about all DBE and non-DBE firms that bid or quote on eligible contracts. Small businesses, minority and women owned businesses and DBE businesses are encouraged to inform the Janesville Transit of products and services which they have available.
