The City of Janesville is committed to addressing our community’s housing needs. As part of the City Council’s new strategic plan, “Housing for All” was adopted as a top priority.
Like many communities, Janesville is experiencing a housing availability/affordability crisis, as more people want to live here than there are homes available. To address this challenge, the City is identifying vacant or underutilized land that could help provide essential housing for our community.
One of the properties identified is 2400 Beloit Avenue, which may be considered for a future residential neighborhood that incorporates:
- Open space and green features
- Walkability and connections to the community
- A variety of housing types to meet diverse needs
This project is at the concept planning stage. There is no pending development proposal for this site.
February Plan Commission Meeting
Following multiple rounds of community-informed revisions, City staff and project partners presented two refined housing concept plans to the Plan Commission for their consideration. Commissioners voted unanimously to support the concepts and recommend that the City Council authorize staff to prepare a Request for Proposals or Qualifications to market the project to developers.
This vote served as an initial step towards advancing the project; multiple actions and public hearings must be scheduled for Plan Commission and City Council review and approval to advance the project further. City staff will present the concept housing plans to the City Council at the meeting of Monday, February 23, at which time councilmembers may authorize staff to proceed with marketing the plan.
December Community Workshops
Continuing with this engagement process, the City hosted two additional community workshops for the project on December 11. The sessions were structured as an open house, allowing residents to explore updated housing concepts that have been developed following previous engagement efforts.
Joint City Council/Plan Commission Meeting
With feedback from the first workshops in mind, City staff presented draft housing concepts for the property during a joint meeting of the City Council and Plan Commission on November 13. This meeting provided an opportunity for discussion among elected and appointed officials, allowing City staff to gain additional feedback for this planning exercise.
September Community Workshops
To hear directly from the public, the City held two community workshops on Tuesday, September 23, 2025, at City Hall.
These workshops provided an opportunity for residents to:
- Learn about the planning process
- Ask questions and share concerns
- Contribute ideas about future uses for this site
